As a result of recent changes to the NPPF and PPG, applicants are now being required to make viability assessments public where they are submitted as part of the planning application process. We have recently been involved with an application in Reading where a Viability Assessment was submitted and was subsequently required to be made public for consideration at Planning Committee. Alongside the client and the viability consultant we prepared a briefing document for members to give them sufficient information to determine the application without needing to disclose commercially sensitive financial information.
The proposals were then considered at committee and the applicant was commended for making the outcome of the Viability Assessment public to enable members to have a full understanding. The proposals subsequently received a positive decision to approve, subject to completion of the necessary Section 106 Agreement.
